In 1983 Seagull began Hawai'i 's first center infant/toddler day care program.  Since 1986 Seagull has contracted with the city to operate it's child care facility named the Early Education Center.  It is the state's largest child care center with a capacity for 264 children.

INSTRUCTION

Instruction at The Early Education Center is individualized and depends on a child’s needs and interests. In keeping with our concern for an individualized and optimal learning environment, we maintain a maximum 5:1 student/adult ratio for 18 month olds; 7:1 for two year olds and 10:1 for three to five year olds.

Children learn the basic concepts of numbers, sizes and shapes as well as reading and writing skills using words and stories from their own experiences. They do simple science experiments which answer basic questions of what, why and how. They are exposed to music through songs, dances and musical instruments. Development of self-expression and body are also encouraged through creative movement activities. A healthy self-concept is encouraged through acceptance and positive communications. Outdoor play, both structured and free, helps develop physical coordination.

Our toddler class provides a combination of directed and free-choice activities.  The children are encouraged to socialize at mealtimes, and nap time is scheduled.  Emphasis is placed on developing friendships and language,  lengthening attention spans, and encouraging growth of self-help skills.

OPERATIONAL POLICIES

The Early Education center is licensed by the State Department of Human Services for 264 children aged 18 months to 9 years. The program is open from 6:30A.M. to 5:30 P.M. The Center is monitored and overseen by the Officer-In-Charge of the Department of Community and Social Resources of the City and County of Honolulu.

ENROLLMENT

Children of employees of the City and County of Honolulu have first priority. All other children are admitted by the earliest date of the application. Children in diapers are welcome.

RATES, FEES AND DEPOSITS - Effective September 1, 2002

Toddlers 18 months - 2 years $610, 2 year old $480, 3 - 5 year old $475

A $25.00 non-refundable processing fee is required for each application. Parents will be notified when space is available for their child. One week prior to enrollment, a deposit equal to the first month's tuition is required. This deposit will be held for the last month’s tuition. A $72.00 comprehensive fee will be assessed upon enrollment and annually in September, to cover the administrative and supply cost of starting the new school year. The comprehensive fee must be paid to maintain enrollment of any child. This fee is due annually by September 15. Enrollments made after September will be assessed a comprehensive fee on a prorated basis.

The school is open year round. The following holidays are observed:

*The Center will be open until noon on Christmas Eve and New Years Eve days.

*The school will also be closed two days for staff training. These days are the day after Thanksgiving and a day during the public school spring recess. .

MEALS

Breakfast, lunch and afternoon snack are served daily according to USDA Type A standards.

4:00 pm Sand play, ride bikes, ourdoor activities
5:30 pm School closes

 

HEALTH REQUIREMENTS

An initial physical, TB clearance, and an updated immunization record are required for all enrolled children.

VISITS

Parents may drop in to visit the center at any time. To join a child for lunch, the school needs to be notified in advance and the parent need only pay a $2.00 lunch fee. Parents are also invited to participate on excursions and other activities. This invitation includes parents, grandparent, aunts and uncles-all interested family members.

Seagull Schools, Inc. does not discriminate on the basis of race, color, national and ethnic origin in the administration of its educational and admissions policies, scholarship and loan programs, and athletic and other programs. All students receive the same rights, privileges, programs, and activities generally accorded at all Seagull Schools.

SPECIAL NEEDS

Children with Special Needs are considered on an individual basis. Assessments may be provided through the use of various resource persons such as a school psychologist or a speech therapist. It is our Center’s policy to comply with all local, state and federal laws, and in particular, the ADA civil rights law for persons with disabilities. We accept children with disabilities within reasonable boundaries if it does not result in undue hardship for the staff and other children of the Center.

BOARD OF DIRECTORS

The Early Education Center is governed by the Seagull Schools Board of Directors.

INDEMNITY

Seagull Schools, Inc. indemnifies the City & County of Honolulu against all accident and liability claims.  Insurance is provided through policies of Seagull Schools, Inc.
